I don’t know who watched the last season of 24 (it was fucking awful), but John Voight played this villain who’s the head of a private military company named “Starkwood.”
His character wants to prove the nation’s weakness / reliance on his company’s services, so he threatens the President with a biological attack on major US cities if she doesn’t give his company an executive role in the United States’ military operations.
